How do we define the different tiers of audiences that engage with the work/project?

Who are the different audiences? 

Where do they fit in the spectrum of participation?

For example; work in public spaces has a mixture of participating audiences, witnessing audiences and "passer-byers". They all have different objectives but their presence contributes to the experience or happenings or journey of whatever is being produced.
